Six months after they &lt;a href="http://www.komadori.me.uk/2009/01/eating-out.html"&gt;forced several street traders to move&lt;/a&gt;, the council&amp;rsquo;s &lt;a href="http://ww2.swindon.gov.uk/moderngov/mgCommitteeDetails.asp?ID=451" target="_blank"&gt;licensing committee&lt;/a&gt; is &lt;a href="http://www.swindonadvertiser.co.uk/news/4478091.Street_trading_ban_to_be_discussed/" target="_blank"&gt;at it again&lt;/a&gt;, this time with &lt;a href="http://ww2.swindon.gov.uk/moderngov/Published/C00000451/M00004057/AI00018829/$streettrading.docA.ps.pdf" target="_blank"&gt;more draconian measures&lt;/a&gt;. They &lt;a href="http://ww2.swindon.gov.uk/moderngov/ieListDocuments.asp?CId=451&amp;amp;MId=4057" target="_blank"&gt;now&lt;/a&gt; propose to exclude all street traders from the main pedestrianised streets in the town centre (Canal Walk, The Parade, Regent Street, Regent Circus, Edgeware Road and Bridge Street). This will displace street traders that have only just moved following the committee&amp;rsquo;s last attempt at stifling street trading.&lt;br /&gt;&lt;br /&gt;So, not content with there already being &lt;a href="http://www.komadori.me.uk/2009/06/better-than-empty-space.html"&gt;many empty shops&lt;/a&gt; in the town centre, the council now wants to get rid of street traders too. Under the proposals, street trading will be allowed in &lt;a href="http://ww2.swindon.gov.uk/moderngov/Published/C00000451/M00004057/AI00018830/ZonesAppendix1.pdf" target="_blank"&gt;very few town centre streets&lt;/a&gt;. Farmers and continental markets will be &lt;a href="http://ww2.swindon.gov.uk/moderngov/Published/C00000451/M00004057/AI00018830/$tradingzones.docA.ps.pdf" target="_blank"&gt;allowed in Wharf Green&lt;/a&gt; (it seems that the council likes those); fast food stalls will be &lt;a href="http://ww2.swindon.gov.uk/moderngov/Published/C00000451/M00004057/AI00018830/$tradingzones.docA.ps.pdf" target="_blank"&gt;exiled to the site of the post office&lt;/a&gt; at Fleming Way. The only good news for street traders is that the fees the council charges them &lt;a href="http://ww2.swindon.gov.uk/moderngov/Published/C00000451/M00004057/AI00018831/$ReportstreettradingfeerevisepolicyJUN09.docA.ps.pdf" target="_blank"&gt;will be decreased&lt;/a&gt;. Given how little trade some of the permitted streets will allow, that&amp;rsquo;s &lt;a href="http://ww2.swindon.gov.uk/moderngov/Published/C00000451/M00004057/AI00018830/ZonesAppendix2.pdf" target="_blank"&gt;no&lt;/a&gt; &lt;a href="http://ww2.swindon.gov.uk/moderngov/Published/C00000451/M00004057/AI00018830/ZonesAppendix3.pdf" target="_blank"&gt;comfort&lt;/a&gt; to the street traders.&lt;br /&gt;&lt;br /&gt;This commercial vindictiveness is, &lt;a href="http://ww2.swindon.gov.uk/moderngov/Published/C00000451/M00004057/AI00018829/$streettrading.docA.ps.pdf" target="_blank"&gt;supposedly&lt;/a&gt;, to help regenerate the town centre.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;This proposal relates to the 2010 Promise 35 that we will take all necessary steps to secure the regeneration of the town centre.&lt;/span&gt;&lt;/blockquote&gt;As the proposals are backed by the &lt;a href="http://www.newswindon.co.uk/" target="_blank"&gt;New Swindon Company&lt;/a&gt; &amp;mdash; the quango whose only tangible contribution to the town centre&amp;rsquo;s regeneration has been demolition &amp;mdash; it&amp;rsquo;s no surprise that the proposals are totally illogical. If the town centre was thriving and the street traders were in some way dragging it down, perhaps there would be some sense to it. But it is not, and will not be for some years yet. To claim that removing street traders contributes to the regeneration of the town centre is like claiming that sanding down a few rust spots would allow a broken-down car to pass an MOT.&lt;br /&gt;&lt;br /&gt;Swindon&amp;rsquo;s &lt;a href="http://www.swindonconservatives.com/" target="_blank"&gt;&lt;span class="bluetxt"&gt;blue nest&lt;/span&gt;&lt;/a&gt; councillors should be ashamed of the authoritarian leanings that this policy displays.&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/1282295637128528614-8974743752528454337?l=www.komadori.me.uk'/&gt;&lt;/div&gt;

You put lots of effort into cultivating an &amp;lsquo;environmentally friendly&amp;rsquo; image, replacing plastic carrier bags with paper ones that proclaim their virtues, only to find that these marketing efforts are ineffective with your customers.&lt;br /&gt;&lt;br /&gt;Now, you might think that if &amp;mdash; as the person stood in front of me yesterday in a cashiers&amp;rsquo; queue was &amp;mdash; you&amp;rsquo;re buying clothes made entirely of synthetic fibres, clothes that have been transported at least half way round the globe, then the least of your environmental concerns should be the material of the carrier bag into which your purchase is being placed. Not to the aforementioned customer ahead of me in the queue. She looked at the cashier packing her polyester paradise into a brown paper bag and said &amp;ldquo;&lt;span style="font-style:italic;"&gt;Paper? Oh well. He said: &amp;ldquo;What we cannot have is this type of thing happening in a public arena especially at a time when hundreds of people attend events like this. As the tree surgeon who was called to the scene said, trees are unpredictable.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;It can still happen &amp;mdash; the tree is in full leaf so you wouldn&amp;rsquo;t expect anything to happen. If there&amp;rsquo;s decaying trees in the area we take them down straight away, we don&amp;rsquo;t take any chances, but trees are unpredictable.&lt;/span&gt;&lt;/blockquote&gt;From what&amp;rsquo;s left of it, the tree was &lt;a href="http://www.flickr.com/photos/komadori/3672411917/" target="_blank"&gt;clearly rotten&lt;/a&gt; at the core of its trunk. As always with statistics, the publicity has been misleading.&lt;br /&gt;&lt;br /&gt;First there were the &lt;a href="http://www.ssep.org.uk/ssep_business_survey_responses_-_survey_1_-_may_2009.pdf" target="_blank"&gt;May results&lt;/a&gt; of &lt;a href="http://www.ssep.org.uk/" target="_blank"&gt;Swindon Strategic Economic Partnership&lt;/a&gt;&amp;rsquo;s &lt;a href="http://www.ssep.org.uk/ssep/projects/businesssurvey.htm" target="_blank"&gt;business survey&lt;/a&gt;. This showed that 45% of those surveyed expect an increase in turnover during the next 3 months whilst 24% expect it to fall and 31% expect no change. The &lt;a href="http://www.swindonadvertiser.co.uk/" target="_blank"&gt;Adver&lt;/a&gt; translated that into a &lt;a href="http://www.swindonadvertiser.co.uk/news/4454976.Business_leaders_optimistic_about_recovery/" target="_blank"&gt;headline&lt;/a&gt; of &amp;lsquo;&lt;span style="font-style:italic;"&gt;Business leaders optimistic about recovery&lt;/span&gt;&amp;rsquo; whilst &lt;a href="http://swindon-business.net/" target="_blank"&gt;Swindon Business News&lt;/a&gt; managed a rather more &lt;a href="http://swindon-business.net/index.php/2009/06/15/local-firms-seeing-some-signs-of-easing/" target="_blank"&gt;restrained&lt;/a&gt; &amp;lsquo;&lt;span style="font-style:italic;"&gt;Local firms seeing some signs of easing&lt;/span&gt;&amp;rsquo;. With the survey also showing that 47% expect no change in &amp;lsquo;General Business&amp;rsquo; &amp;mdash; whatever that is &amp;mdash; and 68% expecting no change in employment, it&amp;rsquo;s the headlines that are optimistic, not the business leaders.&lt;br /&gt;&lt;br /&gt;The week also saw the publication of a &lt;a href="http://www.centreforcities.org/assets/files/09-06-23%20Youth%20unemployment.pdf" target="_blank"&gt;report&lt;/a&gt; by the &lt;a href="http://www.centreforcities.org/" target="_blank"&gt;Centre for Cities&lt;/a&gt; on &lt;a href="http://www.centreforcities.org/youthunemployment" target="_blank"&gt;youth unemployment&lt;/a&gt;. The press seemed keen to portray the report as showing that youth unemployment in Swindon is high. For example, &lt;a href="http://www.telegraph.co.uk/finance/financetopics/recession/5621428/Graduate-jobs-Painful-lessons.html" target="_blank"&gt;the Telegraph&lt;/a&gt;:&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;Students in Swindon are facing an uncertain future as the one-time boom town takes a beating at the school of hard knocks.&lt;/span&gt;&lt;/blockquote&gt; and &lt;a href="http://www.swindonadvertiser.co.uk/news/4457581.Teens_hit_hard_in_hunt_for_jobs/" target="_blank"&gt;the Adver&lt;/a&gt;:&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;According to research institute Centre For Cities, the number of unemployed youngsters in Swindon has rocketed from 2.39 per cent in February last year to 7.67 per cent last month &amp;ndash; the highest increase in the country.&lt;/span&gt;&lt;/blockquote&gt;Now, it&amp;rsquo;s true that the number of people claiming unemployment benefits in Swindon is now above the national average and that youth unemployment and unemployment in general have risen more quickly in Swindon than elsewhere.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;Since the beginning of the recession, Swindon&amp;rsquo;s claimant count has risen to 5.4 percent &amp;ndash; passing the GB average for the first time in 30 years.&lt;/span&gt;&lt;/blockquote&gt;But as the report&amp;rsquo;s own figure 6 shows, youth unemployment is still below the UK average: it may have, in the Adver&amp;rsquo;s words, rocketed, but it is still below average.&lt;br /&gt;&lt;br /&gt;Finally there was a &lt;a href="http://www.swindonadvertiser.co.uk/news/4457647.People_like_living_in_Swindon___but_they_are_less_happy_with_the_borough_council/" target="_blank"&gt;story&lt;/a&gt; that people liked living in Swindon but dislike the council.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;MOST people like living in Swindon but dislike the local council and feel they have little influence over official decisions. Those are the findings of a major new survey that questioned hundreds of people across the town about their local neighbourhoods and the extent to which they felt able to make their voices heard.&lt;/span&gt;&lt;/blockquote&gt;The &lt;a href="http://www.communities.gov.uk/publications/corporate/statistics/placesurvey2008" target="_blank"&gt;Place Survey&lt;/a&gt; conducted by local councils for the &lt;a href="http://www.communities.gov.uk/" target="_blank"&gt;Department of Communities and Local Government&lt;/a&gt; does indeed show that 80% of the Swindon population are &amp;lsquo;&lt;span style="font-style:italic;"&gt;satisfied with their local area as a place to live&lt;/span&gt;&amp;rsquo; whilst only 27% believe &amp;lsquo;&lt;span style="font-style:italic;"&gt;they can influence decisions in their local area&lt;/span&gt;&amp;rsquo; and 41% are &amp;lsquo;&lt;span style="font-style:italic;"&gt;satisfied with how council runs things&lt;/span&gt;&amp;rsquo;. But the national averages for those are 80%, 29% and 45% respectively. For an example of an unpopular council, try Northampton (only 27% satisfied with the council), for a stubborn one try Gosport (only 20% think they can influence it). So, rather than &lt;a href="http://www.swindon.gov.uk/" target="_blank"&gt;Swindon Borough Council&lt;/a&gt; being singled out by its residents for disdain as the headline would have us believe, their attitude to it is actually rather average.&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/1282295637128528614-3677183623642700608?l=www.komadori.me.uk'/&gt;&lt;/div&gt;

A &lt;a href="http://www.swindonadvertiser.co.uk/news/4448769.Plastic_recycling_all_ready_to_go/" target="_blank"&gt;story&lt;/a&gt; in the &lt;a href="http://www.swindonadvertiser.co.uk/" target="_blank"&gt;Adver&lt;/a&gt; tells us of the change.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;The move is in response to residents&amp;rsquo; irritation that only plastic bottles can be collected as part of the council&amp;rsquo;s recycling process. But from July&amp;nbsp;1 yoghurt pots, margarine tubs, take-away containers and much more can all be bagged up for the council to collect&amp;hellip;. The only plastic that cannot be collected under the new scheme is black plastic because it cannot be separated from other colours by the waste processors the rubbish is sent to.&lt;br /&gt;&lt;br /&gt;Residents are asked to put their mixed plastics into clear or white plastic sacks which can be bought at supermarkets. A woman ran up to the former Zavvi shop front, &lt;a href="http://www.strikeaposeswindon.com/" target="_blank"&gt;struck a pose&lt;/a&gt; for about one second in front of a &lt;a href="http://www.swindonadvertiser.co.uk/resources/images/947659/" target="_blank"&gt;headless James Bond transfer&lt;/a&gt;, had a little giggle and rushed on. Whether the &lt;a href="http://www.newswindon.co.uk/" target="_blank"&gt;New Swindon Company&lt;/a&gt; succeed in getting posers to upload their photographs is another matter. It&amp;rsquo;s perhaps indicative of just how monotonous his ramblings have become that his own financial backers are not sounding overly supportive. As Mr James was talking about a &lt;a href="http://www.newswindon.co.uk/regenerationAreas/p/thePromenade/" target="_blank"&gt;part of the town centre&lt;/a&gt; for which there is, on his own admission, no investment interest yet, his words were even emptier than usual. The plans are now six years old; Mr James has been talking about them for almost four of those years.&lt;br /&gt;&lt;br /&gt;With every repeat of his tales about what might happen to the town centre in the future but in six years hasn&amp;rsquo;t yet, the &lt;a href="http://www.swindonadvertiser.co.uk/news/4437715.Town_centre_can_be_much_better/#show" target="_blank"&gt;reputation&lt;/a&gt; of the &lt;a href="http://www.newswindon.co.uk/" target="_blank"&gt;New Swindon Company&lt;/a&gt; as an organisation delivers nothing at great expense grows. With the &lt;a href="http://www.swindon.gov.uk/j51312_supplementary_planning_document.pdf" target="_blank"&gt;main document&lt;/a&gt; running to over 90 pages, and almost 240 pages of supporting documentation, it wasn&amp;rsquo;t easy going. The &lt;a href="http://www.lda-design.co.uk/" target="_blank"&gt;consultants&lt;/a&gt; seem to have been enjoying themselves, with the document stuffed full of jargon. I have now been introduced to phrases such as &amp;ldquo;&lt;span style="font-style:italic;"&gt;functional green infrastructure links&lt;/span&gt;&amp;rdquo;, &amp;ldquo;&lt;span style="font-style:italic;"&gt;benchmark for exemplar sustainable development&lt;/span&gt;&amp;rdquo; and &amp;ldquo;&lt;span style="font-style:italic;"&gt;urban acupuncture&lt;/span&gt;&amp;rdquo;.&lt;br /&gt;&lt;br /&gt;It&amp;rsquo;s only once one has got through almost 30 pages of this guff that there&amp;rsquo;s something of substance about what is actually planned. For those living in &lt;a href="http://www.southmarston.co.uk/" target="_blank"&gt;South Marston&lt;/a&gt; and East Swindon it&amp;rsquo;s bad news.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;It is important that South Marston retains its independent identity as a settlement and does not coalesce with Swindon.&lt;/span&gt;&lt;/blockquote&gt;The consultants have an&amp;hellip; errm&amp;hellip; unique way of doing that. The proposals change South Marston beyond recognition, more than doubling it in size, or in planner-speak &amp;ldquo;&lt;span style="font-style:italic;"&gt;significantly enhance the sustainable credentials of the village&lt;/span&gt;&amp;rdquo;.&lt;br /&gt;&lt;br /&gt;For those in East Swindon, there&amp;rsquo;s just a few fuzzy words about not increasing the likelihood of flooding, with nothing to say about the severity of flooding. There&amp;rsquo;s much talk of the &amp;lsquo;benefits&amp;rsquo; the development might bring to East Swindon, but these are dependent on the most expensive option &amp;mdash; &lt;span style="font-style:italic;"&gt;The Crunch&lt;/span&gt; &amp;mdash; being selected: an option that requires government subsidy to bury the A419 at the White Hart Roundabout. It doesn&amp;rsquo;t take a genius to work out that with the current government having run up a level of debt that would shame a 1980s third-world dictator, that money isn&amp;rsquo;t going to be forthcoming. Which leaves us with one of the other options, &lt;span style="font-style:italic;"&gt;The Stretch&lt;/span&gt; or &lt;span style="font-style:italic;"&gt;The Weave&lt;/span&gt; &amp;mdash; just what were the consultants on? &amp;mdash; with a new town centre facing South Marston across the railway line as the most likely outcome.&lt;br /&gt;&lt;br /&gt;Unusually for anti-development campaigns in Swindon, the campaigners actually seem to have got their act together and learnt from the mistakes of some of the &lt;a href="http://www.savecoate.org.uk/" target="_blank"&gt;less effective&lt;/a&gt; recent campaigns. No &lt;a href="http://www.komadori.me.uk/2009/03/impotence-of-petitions.html"&gt;petitions&lt;/a&gt;, but &lt;a href="http://www.swindonadvertiser.co.uk/news/4436594.Residents____concerns_handed_over_to_council/" target="_blank"&gt;200 individual responses submitted to the council&lt;/a&gt;. The last time there was a consultation on a similar matter, the &lt;a href="http://www.komadori.me.uk/search/label/action"&gt;Central Area Action Plan&lt;/a&gt;, the number of responses from individuals could be counted on one hand.&lt;br /&gt;&lt;br /&gt;The &lt;a href="http://www.swindon.gov.uk/spd" target="_blank"&gt;consultation&lt;/a&gt; closes at 4.30&amp;nbsp;pm tomorrow.&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/1282295637128528614-114763919246799878?l=www.komadori.me.uk'/&gt;&lt;/div&gt;

We are waiting on the developers. They are not going to demolish the site until everything is signed because, essentially, that&amp;rsquo;s all they have over the council.&lt;/span&gt;&lt;/blockquote&gt;More accurately, it&amp;rsquo;s all they&amp;rsquo;ve got against the local residents. As the &lt;a href="http://www.newswindon.co.uk/" target="_blank"&gt;New Swindon Company&lt;/a&gt; themselves &lt;a href="http://www.talkswindon.org/index.php?topic=3795.msg22286#msg22286" target="_blank"&gt;explained six months ago&lt;/a&gt;, once the building is demolished, residents on the hill behind could legitimately object to new development on the basis that it would spoil their view. If you bear that in mind, the excuses given by Mr Fisher of &lt;a href="http://www.ashfieldland.co.uk/" target="_blank"&gt;Ashfield Land&lt;/a&gt; look like a blatant lie.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;I can&amp;rsquo;t tell you exactly when it is going to come down because we are still in the final stages of getting an agreement with the supermarket. Our ambition is certainly to start this year but I can&amp;rsquo;t guarantee that. But that&amp;rsquo;s only part of the story. The &lt;a href="http://download.southwestrda.org.uk/file.asp?File=/other/general/BRIEFING080609.pdf" target="_blank"&gt;details&lt;/a&gt; of the &lt;a href="http://www.southwestrda.org.uk/about/investment-plans.shtm" target="_blank"&gt;plans&lt;/a&gt; say rather more about how that money is being spent.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;&lt;span style="font-weight:bold;"&gt;Swindon town centre, 2009/2010:&lt;/span&gt; Given the current recession and significant uncertainty in the property market, the Agency has agreed to bring forward &amp;pound;2.85m of investment in town centre regeneration projects into 2009/10. This investment, which has now been approved, will help to improve the town centre including helping to tackle empty units, creating construction jobs now and helping to create the conditions for private sector investment when market confidence returns&lt;/span&gt;&lt;/blockquote&gt;&amp;lsquo;Tackling empty buildings&amp;rsquo; sounds like more demolition to me, with only a little bit of building going on. The &lt;a href="http://download.southwestrda.org.uk/file.asp?File=/other/general/BRIEFING080609.pdf" target="_blank"&gt;briefing&lt;/a&gt; and &lt;a href="http://download.southwestrda.org.uk/file.asp?File=/other/general/Capital-projects-09-11.pdf" target="_blank"&gt;project list&lt;/a&gt; also make clear that this is the last money Swindon will be receiving from the agency for the foreseeable future.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;In five particular areas where we are currently involved in a large number of projects &amp;mdash; Plymouth, West of England, Swindon, Gloucester and our support for the aerospace industry &amp;mdash; we have decided that we need to place an upper limit on what will still be significant future support for projects in these areas&amp;hellip;.&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Swindon town centre, 2010/2011:&lt;/span&gt; Given the shortage of funds available to the Agency in 2010/11 other partners will fund activity in this year. This collaborative approach will allow the RDA and its partners collectively to keep regeneration and development moving forward&lt;/span&gt;&lt;/blockquote&gt;That to me sounds like Swindon&amp;rsquo;s tax payers picking up the tab for the &lt;a href="http://www.newswindon.co.uk/" target="_blank"&gt;New Swindon Company&lt;/a&gt;&amp;rsquo;s ineffectiveness. Nice. A &amp;lsquo;collaborative approach&amp;rsquo; where Swindon gets told what to build by a quango it didn&amp;rsquo;t ask for, but after this year doesn&amp;rsquo;t get any extra money to pay for it. It wasn&amp;rsquo;t so. Perhaps I&amp;rsquo;m an electoral purist, but when I vote I do so on issues within the remit of the body I&amp;rsquo;m electing people to. So in local council elections, I vote on local issues not national ones: and in European elections I vote on issues that the European parliament can influence, not national ones.&lt;br /&gt;&lt;br /&gt;In the run-up to the election I only received election communications from five parties. Despite supplementing that with the fairly comprehensive coverage of the candidates in the &lt;a href="http://www.swindonadvertiser.co.uk/" target="_blank"&gt;Adver&lt;/a&gt;, and searching the internet for the website of each candidate, if they had one, I could find little evidence of effort to propound their policies on matters that an MEP could vote on. The three mainstream parties all tried to make this a referendum on the performance of &lt;span class="redtxt"&gt;Mr Brown&lt;/span&gt;&amp;rsquo;s government &amp;mdash; quite why the &lt;a href="http://www.labour.org.uk/" target="_blank"&gt;&lt;span class="redtxt"&gt;red&lt;/span&gt; nest&lt;/a&gt; chose to do that is puzzling but if they wish to commit electoral suicide, nobody&amp;rsquo;s going to stop them. Then there were the sixteen single issue, single policy and nutter parties plus one independent. Each either too extreme to contemplate or trying to make this a protest vote against our MPs&amp;rsquo; &lt;a href="http://www.telegraph.co.uk/news/newstopics/mps-expenses/"&gt;troughing at our expense&lt;/a&gt;. I&amp;rsquo;m &lt;a href="http://www.komadori.me.uk/2009/05/annie-expenses-in-detail.html"&gt;not happy&lt;/a&gt; with the behaviour of my MP, but that&amp;rsquo;s no reason for me to give my vote to some fringe party: where&amp;rsquo;s the evidence that they&amp;rsquo;d be more trustworthy?&lt;br /&gt;&lt;br /&gt;If politicians wish &amp;mdash; as they say they do &amp;mdash; the British electorate to take European Parliament elections seriously, then they need to do so to, campaigning on issues that the European parliament can influence.&lt;br /&gt;&lt;br /&gt;Thus it was that as I contemplated a ballot paper so large as to make it impossible to vote in total secrecy, with reluctance I picked up the stubby thick black pencil and used it to indicate &amp;lsquo;none of the above&amp;rsquo;.&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/1282295637128528614-8656509661903660934?l=www.komadori.me.uk'/&gt;&lt;/div&gt;

It&amp;rsquo;s just a couple of weeks since Mr James of the New Swindon Company was claiming that Modus were &lt;a href="http://www.komadori.me.uk/2009/05/going-going-almost-gone.html"&gt;fully committed&lt;/a&gt; to the &lt;a href="http://www.regentplaceswindon.co.uk/" target="_blank"&gt;Regents Place&lt;/a&gt; development&amp;hellip; which they&amp;rsquo;d just shelved. Two days ago, after Modus went into administration, Mr James was still as &lt;a href="http://www.newswindon.co.uk/talk-back/2009/6/1/70" target="_blank"&gt;over-optimistic as ever&lt;/a&gt;.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;Being placed into administration was one of a number of possibilities and therefore we have been looking into how we can still move forward with development at Regent Place&amp;hellip; and we will work to get Regent Place back on track.&lt;/span&gt;&lt;/blockquote&gt;Now it&amp;rsquo;s &lt;a href="http://www.swindonadvertiser.co.uk/news/4415540.Small_is_the_new_big_idea_for_town_centre/" target="_blank"&gt;reported&lt;/a&gt; that the development is to be scaled back to little more than a supermarket in Granville Street car park.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;Maybe there&amp;rsquo;s room for food retailers to come into the town centre. If there was a big supermarket interested maybe they could go onto the Granville Street car park site. It would be something to attract people in and then there could be restaurants attached to it.&lt;/span&gt;&lt;/blockquote&gt;A supermarket. Stunning. And plenty of joined up thinking there as a supermarket is also proposed to &lt;a href="http://www.newswindon.co.uk/regenerationAreas/p/thePromenade/regent-circus/" target="_blank"&gt;occupy the old college building&lt;/a&gt; on Victoria Road.&lt;br /&gt;&lt;br /&gt;There&amp;rsquo;s another aspect to this that undermines what little credibility the New Swindon Company had. It&amp;rsquo;s not so long ago that they were telling us that &lt;a href="http://www.talkswindon.org/index.php?topic=3795.msg22286#msg22286" target="_blank"&gt;regeneration is a very long term thing&lt;/a&gt;, that couldn&amp;rsquo;t be blown of course by troubles in the economy, and that Swindon would be a destination to &lt;a href="http://www.komadori.me.uk/2007/09/enthusiasm.html"&gt;rival others in the south&lt;/a&gt;. It&amp;rsquo;s all different now. Mr James&amp;rsquo; has scaled back the ambitions.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;We are not trying to compete with Cribbs Causeway or The Oracle. We need to concentrate on making Swindon special and attracting people to the centre. We are looking at bringing more restaurants into the town centre.&lt;/span&gt;&lt;/blockquote&gt;&lt;a href="http://ww2.swindon.gov.uk/moderngov/mguserinfo.asp?uid=924" target="_blank"&gt;&lt;span class="bluetxt"&gt;Mr Young&lt;/span&gt;&lt;/a&gt; has forgotten the long term nature of the plans.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;The Modus scheme was the right one for the time but we now have to look at how the market has changed and see how our regeneration fits into that&amp;hellip;. The abundance of wild flowers makes it a haven for wildlife. But no, of course not. They&amp;rsquo;re politicians: playing politics comes first.&lt;br /&gt;&lt;br /&gt;Thus it is that within a month of the leaders of the local &lt;a href="http://www.swindonlabour.co.uk/" target="_blank"&gt;&lt;span class="redtxt"&gt;red&lt;/span&gt;&lt;/a&gt; and &lt;a href="http://www.swindonconservatives.com/" target="_blank"&gt;&lt;span class="bluetxt"&gt;blue&lt;/span&gt;&lt;/a&gt; nests making conciliatory noises about &lt;a href="http://www.swindonadvertiser.co.uk/news/4348235.Leaders_promise_an_end_to_squabbling/" target="_blank"&gt;trying to work together&lt;/a&gt; more, they&amp;rsquo;re back to squabbling. Predictable squabbling, with exactly the same accusations as they make every time there&amp;rsquo;s a similar situation. The council applies for extra subsidy, and &lt;a href="http://www.swindonadvertiser.co.uk/news/4397528.Tenants_will_see_the_rent_rise_cut/" target="_blank"&gt;each side claims it was entirely down to them&lt;/a&gt; and that t&amp;rsquo;other party was a hindrance. Just what is it about &lt;span style="font-style:italic;"&gt;applying&lt;/span&gt; for subsidy that they think is worth crowing about? Especially when the conditions attached to the application are such that if the application is unsuccessful we&amp;rsquo;ll be left worse off than if the application had never been made. And now &lt;a href="http://ww2.swindon.gov.uk/moderngov/mgUserInfo.asp?UID=236" target="_blank"&gt;&lt;span class="redtxt"&gt;Mr Montaut&lt;/span&gt;&lt;/a&gt; has reverted to slinging political jibes, &lt;a href="http://www.swindonadvertiser.co.uk/news/4404514.New_Labour_leader_says_his_group_will_listen_to_the_people/" target="_blank"&gt;accusing&lt;/a&gt; the &lt;span class="bluetxt"&gt;blues&lt;/span&gt; running &lt;a href="http://www.swindon.gov.uk/" target="_blank"&gt;Swindon Borough Council&lt;/a&gt; of being arrogant.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;The Tory administration in Swindon is becoming increasingly arrogant in the way that it runs the council&amp;hellip;. People feel disconnected from politicians at the moment and it is vital that we show we want to listen to the people who have put their trust in us.&lt;/span&gt;&lt;/blockquote&gt;It seems to have escaped &lt;a href="http://ww2.swindon.gov.uk/moderngov/mgUserInfo.asp?UID=236" target="_blank"&gt;&lt;span class="redtxt"&gt;Mr Montaut&lt;/span&gt;&lt;/a&gt;&amp;rsquo;s attention that at the moment almost nobody is putting any trust in politicians. Half of that, &amp;pound;200,000, went on transport and stewarding; another &amp;pound;160,000 on the police and &amp;pound;40,000. What we don&amp;rsquo;t yet know &amp;mdash; and probably won&amp;rsquo;t for some time, if ever &amp;mdash; is what the financial benefit to Swindon was, despite the council&amp;rsquo;s &lt;a href="http://www.komadori.me.uk/2009/04/what-price-weekend.html"&gt;speculation&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;In the absence of much hard evidence, I&amp;rsquo;m of the view that this was probably money well spent. What worries me is that the council seems to have made little, if any, effort to do the sums in advance. To &lt;a href="http://www.swindonadvertiser.co.uk/news/4390591.Big_weekend_costs_Swindon___400_000/" target="_blank"&gt;quote&lt;/a&gt; &lt;a href="http://ww2.swindon.gov.uk/moderngov/mgUserInfo.asp?UID=924"&gt;&lt;span class="bluetxt"&gt;Mr Young&lt;/span&gt;&lt;/a&gt;.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;It was difficult, as we didn&amp;rsquo;t know how much it would cost but we knew that Cardiff spent &amp;pound;500,000 in 2003.&lt;/span&gt;&lt;/blockquote&gt;And that is what they regard as &lt;a href="http://www.swindonadvertiser.co.uk/news/4149458.Council_tax_to_rise_by_3_5_per_cent/" target="_blank"&gt;careful financial planning&lt;/a&gt;!&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/1282295637128528614-6775684087343786501?l=www.komadori.me.uk'/&gt;&lt;/div&gt;

To be honest, there&amp;rsquo;s little of interest in this additional detail. One might wonder in what way a vase (&amp;pound;3.99), pictures (&amp;pound;130) and an ornament (&amp;pound;25) were essential to her performing her duties as an MP, or whether they are consistent with &lt;a href="http://www.annesnelgrove.co.uk/my-expenses" target="_blank"&gt;yesterday&amp;rsquo;s claim&lt;/a&gt;&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;my claims should be for expenses I would not have if I was doing another job working in Swindon only, rather than living and working in two places (London and Swindon) as MPs have to.&lt;/span&gt;&lt;/blockquote&gt;We can see how she managed to spend over &amp;pound;2000 on her bedroom (&amp;pound;1000 on a bed, over &amp;pound;1100 on wardrobes, cupboards and drawers) and over &amp;pound;4000 on her living room (including &amp;pound;1000 on a suite, then &amp;pound;356 on chairs two years later, and over &amp;pound;700 on storage units and &amp;pound;395 on a TV unit) but that doesn&amp;rsquo;t make it appear any better value for money. However, what it does is show how shallow is the spin she&amp;rsquo;s &lt;a href="http://www.swindonadvertiser.co.uk/news/4378135.MP_puts_expenses_on_the_internet/" target="_blank"&gt;given the Adver&lt;/a&gt;.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;I would like the House of Commons to have a hotel because all you really need is a crash pad.&lt;/span&gt;&lt;/blockquote&gt;If she really believed that all she needs is a crash pad, then would she have bought something that is clearly much more than a crash pad and then furnished it in some style at our expense? &lt;span class="redtxt"&gt;Ms Snelgrove&lt;/span&gt;&amp;rsquo;s actions &amp;mdash; and her expense claims &amp;mdash; speak louder than her words.&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/1282295637128528614-7829096095114126586?l=www.komadori.me.uk'/&gt;&lt;/div&gt;

For some time now he has published &lt;a href="http://www.michaeldwills.co.uk/f7977dd0-87e7-0d74-b997-43941e6b2860" target="_blank"&gt;full details of his expenses&lt;/a&gt;. For example, his &lt;a href="http://www.michaeldwills.co.uk/full-list-of-expenses-200809" target="_blank"&gt;statement of expenses for 2008/09&lt;/a&gt; is itemised down to individual items, such as filing folders bought for &amp;pound;3.61 on 23rd March from a supplier called Banner. When it comes to the Additional Costs Allowance (the allowance for second homes and living in said second home) which has been the centre of attention lately, although his claims are not cheap (&amp;pound;19753.56 in &lt;a href="http://www.michaeldwills.co.uk/full_list_of_expenses_200708" target="_blank"&gt;2007/08&lt;/a&gt; and &amp;pound;18476.53 in &lt;a href="http://www.michaeldwills.co.uk/full-list-of-expenses-200809" target="_blank"&gt;2008/09&lt;/a&gt;), they are restricted to paying for his mortgage, council tax, utility bills, telephone and insurance.&lt;br /&gt;&lt;br /&gt;In contrast, &lt;a href="http://www.annesnelgrove.co.uk/" target="_blank"&gt;the government&amp;rsquo;s representative in South Swindon&lt;/a&gt;, &lt;span class="redtxt"&gt;Ms Snelgrove&lt;/span&gt;, has been far less open. Until today she has &lt;a href="http://www.annesnelgrove.co.uk/my-allowances" target="_blank"&gt;published no more&lt;/a&gt; than the house of commons authorities &lt;a href="http://www.parliament.uk/about_commons/hocallowances/hocallowances06.cfm" target="_blank"&gt;published&lt;/a&gt;. Her claims do not match her voting record.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;I pride myself upon being an open and accountable Member of Parliament and I am happy for my constituents to see what allowances I use in order to serve the people of South Swindon.&lt;/span&gt;&lt;/blockquote&gt;Anyone that claims that whilst &lt;a href="http://www.publicwhip.org.uk/mp.php?mpid=1866&amp;dmp=996" target="_blank"&gt;consistently voting against such openness&lt;/a&gt; clearly doesn&amp;rsquo;t understand what openness and transparency mean. Only in the last month as the anger has mounted does she seem to have had a change of heart.&lt;br /&gt;&lt;br /&gt;So it was that late last week &lt;span class="redtxt"&gt;Ms Snelgrove&lt;/span&gt; put her signature to &lt;a href="http://www.guardian.co.uk/politics/2009/may/14/labour-mps-expenses-publish" target="_blank"&gt;a letter&lt;/a&gt; urging her colleagues to publish their expenses sooner rather than later.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;I will be preparing my expenses over the coming days and will make them public to my local newspaper on Monday 18 May at 2pm.&lt;/span&gt;&lt;/blockquote&gt;This she &lt;a href="http://www.annesnelgrove.co.uk/my-expenses" target="_blank"&gt;has now done&lt;/a&gt;, but in comparison with &lt;a href="http://www.michaeldwills.co.uk/" target="_blank"&gt;&lt;span class="redtxt"&gt;Mr Wills&lt;/span&gt;&lt;/a&gt;, &lt;span class="redtxt"&gt;Ms Snelgrove&lt;/span&gt;&amp;rsquo;s effort is half-hearted: it&amp;rsquo;s a summary-level breakdown of the Additional Costs Allowance rather than a full breakdown, and there is no breakdown at all of her &lt;a href="http://www.annesnelgrove.co.uk/my-allowances" target="_blank"&gt;other allowances&lt;/a&gt;. It is also accompanied by a rambling attempt to justify her troughing at the public expense.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;In addition to following the rules I have based my expenses claims on two principles ever since I became an MP in 2005.&lt;/span&gt;&lt;/blockquote&gt;That&amp;rsquo;s the now thoroughly discredited &lt;a href="http://www.parliament.uk/mpslordsandoffices/finances.cfm" target="_blank"&gt;rules&lt;/a&gt;.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;The first is that I don&amp;rsquo;t want to profit from the taxpayer in the short or long-term.&lt;/span&gt;&lt;/blockquote&gt;Well, she may not be profiting, but she&amp;rsquo;s certainly been living very comfortably &amp;mdash; some might say luxuriously &amp;mdash; in her second home at our expense. Over &amp;pound;4000 spent on her living room in three years, over &amp;pound;2000 on her bedroom and over &amp;pound;500 on bedding in the same period.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;The second is that my claims should be for expenses I would not have if I was doing another job working in Swindon only, rather than living and working in two places (London and Swindon) as MPs have to.&lt;/span&gt;&lt;/blockquote&gt;I presume then that she would have chosen to starve if she hadn&amp;rsquo;t been an MP, as she claimed &amp;pound;4300 on food in one year.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;The majority of items I have bought are one-offs, apart from replacement items when a cupboard collapsed and all the contents were smashed, and water damage to towels and bedding following a leak.&lt;/span&gt;&lt;/blockquote&gt;Was she not insured? Perhaps not as it was only in 2007/08 that she claimed &amp;pound;137.23 for insurance.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;I want to see the House of Commons introduce a system which is transparent yet enables all MPs to fulfill&lt;/span&gt; (sic) &lt;span style="font-style:italic;"&gt;their parliamentary and constituency duties fully&lt;/span&gt;&lt;/blockquote&gt;That&amp;rsquo;s not what her &lt;a href="http://www.publicwhip.org.uk/mp.php?mpid=1866&amp;dmp=996" target="_blank"&gt;voting record&lt;/a&gt; suggests.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;I also pledge to clean up the second jobs scandal, where many MPs work not for their constituencies but for commercial or lobby companies despite receiving a full parliamentary salary.&lt;/span&gt;&lt;/blockquote&gt;Lets not forget that every &lt;span class="redtxt"&gt;Labour&lt;/span&gt; MP is sponsored by a union. It&amp;rsquo;s not just those with second jobs that represent interests other than those of their constituents.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;I want to be accountable to constituents in Swindon South and I want to maintain your trust.&lt;/span&gt;&lt;/blockquote&gt;On the evidence so far, &lt;span class="redtxt"&gt;Ms Snelgrove&lt;/span&gt;&amp;rsquo;s failed on both counts.&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/1282295637128528614-5711226874949296529?l=www.komadori.me.uk'/&gt;&lt;/div&gt;

The leaders of &lt;a href="http://www.swindon.gov.uk/" target="_blank"&gt;Swindon Borough Council&lt;/a&gt; have now snatched the spinning baton and would have us believe that the redevelopment of a single department store will now transform the town centre.&lt;br /&gt;&lt;br /&gt;It really does beggar belief that the New Swindon Company&amp;rsquo;s Mr&amp;nbsp;James seems to think that &lt;a href="http://www.newswindon.co.uk/talk-back/2009/5/13/69" target="_blank"&gt;announcing&lt;/a&gt; the replacement of a single department store somehow lessens the fact that a &lt;a href="http://www.newswindon.co.uk/news/58/swindon+signs+deal+worth+more+than+200+million+pounds" target="_blank"&gt;major development&lt;/a&gt; has been &lt;a href="http://www.newswindon.co.uk/talk-back/2009/5/13/69" target="_blank"&gt;shelved&lt;/a&gt;. &lt;a href="http://www.regentplaceswindon.co.uk/" target="_blank"&gt;Regents Place&lt;/a&gt; is dead&amp;hellip; long live &lt;a href="http://www.bhs.co.uk/" target="_blank"&gt;BHS&lt;/a&gt;. A &amp;pound;215&amp;nbsp;M development shelved, but don&amp;rsquo;t worry, all&amp;rsquo;s well: one store is spending &amp;pound;25&amp;nbsp;M. Let&amp;rsquo;s hope that Mr&amp;nbsp;James never takes up marriage guidance as a profession, as his understanding of commitment is &lt;a href="http://www.swindonadvertiser.co.uk/news/4363273.Revamp_on_hold/" target="_blank"&gt;rather unusual&lt;/a&gt;.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;I am pleased to say that Modus are fully committed to a development in Swindon&amp;hellip;. Unfortunately, it is impossible to say when it will get back on track as this depends on when the economy moves out of recession and the property industry regains its equilibrium.&lt;/span&gt;&lt;/blockquote&gt;It&amp;rsquo;s not surprising that &lt;a href="http://www.swindonadvertiser.co.uk/news/4363273.Revamp_on_hold/#show" target="_blank"&gt;many commenters&lt;/a&gt; do not believe that Mr&amp;nbsp;James&amp;rsquo; Modus bride will ever make it to the development altar.&lt;br /&gt;&lt;br /&gt;Yet some of our councillors appear to have even less of a grasp of reality than Mr&amp;nbsp;James. First, &lt;a href="http://www.komadori.me.uk/2008/03/all-lit-up.html"&gt;as always&lt;/a&gt;, there&amp;rsquo;s &lt;a href="http://ww2.swindon.gov.uk/moderngov/mguserinfo.asp?uid=454" target="_blank"&gt;&lt;span class="bluetxt"&gt;Mr Bluh&lt;/span&gt;&lt;/a&gt;, who &lt;a href="http://news.bbc.co.uk/1/hi/england/wiltshire/8047404.stm" target="_blank"&gt;sees movement&lt;/a&gt; where there&amp;rsquo;s only stagnation.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;I do believe this scheme will go ahead, the momentum the town&amp;rsquo;s regeneration has created isn&amp;rsquo;t going to be easily stopped.&lt;/span&gt;&lt;/blockquote&gt;Momentum? Where? Unless the momentum &lt;a href="http://ww2.swindon.gov.uk/moderngov/mguserinfo.asp?uid=454" target="_blank"&gt;&lt;span class="bluetxt"&gt;Mr Bluh&lt;/span&gt;&lt;/a&gt; has in mind is downwards, like that of a lead balloon, there is little in evidence. Perhaps he&amp;rsquo;s still rather over excited after spending the weekend &lt;a href="http://www.komadori.me.uk/2009/05/pork-fattening.html"&gt;having fun at our expense&lt;/a&gt;, but all we&amp;rsquo;ve got of regeneration so far is &lt;a href="http://www.bbc.co.uk/wiltshire/big_screen/" target="_blank"&gt;one giant television&lt;/a&gt;, installed &lt;a href="http://www.komadori.me.uk/2008/04/there-something-on-telly.html"&gt;a year ago&lt;/a&gt; &amp;mdash; which for most of that time has shown little more than news and weather bulletins &amp;mdash; and a large number of boarded up demolition sites. The only obvious momentum is the continual spin from politicians about the stalled regeneration. Another spinner is &lt;a href="http://ww2.swindon.gov.uk/moderngov/mguserinfo.asp?uid=1092" target="_blank"&gt;&lt;span class="bluetxt"&gt;Mr Barnett&lt;/span&gt;&lt;/a&gt;. He seems to be &lt;a href="http://www.swindonadvertiser.co.uk/news/4366807.__25m_facelift_for_town_centre_shops/" target="_blank"&gt;easily impressed&lt;/a&gt;.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;It&amp;rsquo;s going to tidy up an already tired looking building. It&amp;rsquo;s great news for Swindon. All sides have come on board to provide the town with useful shops in a good looking building.&lt;/span&gt;&lt;/blockquote&gt;The plan for BHS&amp;rsquo;s store is to replace a large windowed concrete and glass building with a large windowed stone-clad concrete and glass building. In case they&amp;rsquo;ve not noticed there is a certain amount of public concern at the moment about politicians &lt;a href="http://www.telegraph.co.uk/news/newstopics/mps-expenses/" target="_blank"&gt;helping themselves to greater rewards than they deserve&lt;/a&gt;. You&amp;rsquo;d think that only the most arrogant, selfish or na&amp;iuml;ve local politician would not realise that it&amp;rsquo;s at best indulgent and at worst downright greedy to use complimentary tickets to attend an event when many of their electorate were unable to do so. Step forward the current &lt;a href="http://www.swindon.gov.uk/" target="_blank"&gt;Swindon Borough Council&lt;/a&gt; &lt;a href="http://ww2.swindon.gov.uk/moderngov/mgCommitteeDetails.asp?ID=285" target="_blank"&gt;cabinet&lt;/a&gt;.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;Swindon Council&amp;rsquo;s cabinet has defended the presence of about 15 to 20 Conservative councillors in the VIP area&amp;hellip;. Coun Phil Young, the council&amp;rsquo;s lead cabinet member for culture, said the councillors needed to act as ambassadors.&lt;/span&gt;&lt;/blockquote&gt;Just how many ambassadors does one park need? Fifteen to twenty is enough ambassadors for a whole continent.&lt;blockquote&gt;&lt;span style="font-style:italic;"&gt;All of the cabinet and West Swindon councillors had tickets. Cabinet members are the civic leaders of this town and I wanted them to take the lead in hosting. They had to perform a hospitality role and welcome guests.&lt;/span&gt;&lt;/blockquote&gt;Hosting whom? From the &lt;a href="http://www.swindonadvertiser.co.uk/resources/images/908508/" target="_blank"&gt;Adver&amp;rsquo;s photo&lt;/a&gt; they seem to have been busily hosting themselves. Nor does &lt;a href="http://www.swindonweb.com/event/?m=976&amp;amp;s=981&amp;amp;ss=0&amp;amp;c=5413&amp;amp;t=BBC+Big+Weekend+Saturday" target="_blank"&gt;coverage&lt;/a&gt; &lt;a href="http://www.swindonweb.com/event/?m=976&amp;amp;s=981&amp;amp;ss=0&amp;amp;c=5411&amp;amp;t=BBC+Big+Weekend+Sunday" target="_blank"&gt;elsewhere&lt;/a&gt; show evidence of cabinet members at work.&lt;br /&gt;&lt;br /&gt;With the current political furore over MPs&amp;rsquo; expenses, the &lt;a href="http://www.annesnelgrove.co.uk/" target="_blank"&gt;government&amp;rsquo;s representative in South Swindon&lt;/a&gt;, &lt;span class="redtxt"&gt;Ms Snelgrove&lt;/span&gt;, is in no position to be giving sermons on this sort of thing. The large expanses of blue plastic are not pretty, but it&amp;rsquo;s better than the building being left more exposed.
